PICAXE only?
I thought after the discussions last year, that the plan was to open this up to more microcontrollers.
The PICAXE is starting to look pretty dated for this sort of thing compared to the arduino.
Is there really no room for allowing both?

For this year, the PICAXE and GENIE microcontroller systems are allowed as these are fairly even in specifications.
Based on the feedback recieved after the 2011/12 competition, lots of work is going on behind the scenes and although we can't say too much yet, there are a number of further developments being worked on.
So, for now, no Arduino I'm afraid.
